Is that a projection side-effect? so this is a combination of water vapor and lens flare similar to hot spotting. spherical panos require lens angles that will stress even the most robust lens (the 17-35/2.8 was never designed for IR), the uncoated RG850 filter doesn't help either. the reason that they appear as swirls is that this is a spherical image projected onto a 2d plane (equirectangular projection) which produces an additional artificial curvature.
